Tour Scholarship Application
The purpose of the York County Solid Waste Authority (Authority) Tour Scholarship Program is to provide an opportunity for students in grades 1-12 enrolled in public, private, cyber or home school in York County, to visit the Hopewell Area Recreation Complex (HARC) by providing the transportation funding needed for this field trip. However, since the York County Resource Recovery Center is unavailable for tours due to construction during the 2016-17 school year, the Tour Scholarship Program will instead fund transportation required to tour the closed York County Sanitary Landfill and Hopewell Area Recreation Complex. The Tour Scholarship provides for 100 percent of the cost to obtain school bus/van (non-charter) services specifically for a tour of HARC. The scholarship recipient is responsible for making all arrangements with the transportation company and assumes all liability for transportation of the students. No portion of the transportation cost may be passed on to the student. The recipient must submit an invoice (estimates will not be accepted) to the Authority prior to payment. The Authority will issue payment within 45 days after the tour has been completed or within 45 days of the receipt of the invoice, whichever occurs later. The Authority will either pay the transportation company directly, or reimburse your school, depending on the submitted invoice.
A maximum of 50 students can be accommodated per field trip, however, multiple trips may be scheduled by the same school, as needed. All applications must be returned to the Authority by no later than January 13, 2017 and will be considered on a first received, first scheduled basis. Scholarship recipients will be notified by January 31, 2017. Scholarship sponsored field trips to HARC must be scheduled in the 2017 calendar year between March 20 and November 22.
In exchange for the sponsored field trip to HARC, applicants must agree to complete a project related to environmental management of municipal solid waste. Written reports, artwork, photos, video or some form of tangible results of the project must be submitted to the Authority within one month of the tour.
NOTICE: Due to site improvement construction and the demolition of the Education Center, tour scholarships for field trips to the York County Resource Recovery Center are not being offered for the 2016-17 school year. An alternate tour IS AVAILABLE. Here is more information:
The York County Solid Waste Authority (YCSWA) will again offer tours this year of York County’s Sanitary Landfill which was closed in 1997. Since the tour’s inception in June 2015, over 1000 participants from York County school and civic groups have visited HARC to learn how this location was transformed from a landfill to a beautiful community park and wildlife habitat. On their journey, participants also learn about the environmental benefits of alternative energy, while viewing the two acre solar panel array that was installed on the property in 2014. In addition, the site’s walking trails offer a unique opportunity to view the birds, insects and plants that occupy a grassland habitat. HARC has one of the largest contiguous grassland habitats in southcentral PA, second only to the Gettysburg National Military Park.
As a wrap-up of the walking tour, we treat HARC Tour participants to our Edible Landfill Program under the shade of the HARC pavilion. A delicious finale, and almost guilt-free after the many calories we burn on our one and a quarter mile walk!

There are a few differences to consider between the York County Resource Recovery (RRC) Tours of prior years, and the current HARC Tour offering:
- Since HARC is located in the southern end of the county, a slightly longer or shorter commute may be expected, depending on the location of your school.
- The walking tour lasts approximately an hour and fifteen minutes. A 45 minute optional Edible Landfill Program can be added to make the experience approximately two hours in total.
- The HARC tour is available for two classrooms, of no more than 25 children each, at one time. With chaperones, this number is comparable to our RRC tour maximum of 60 participants.
- Because the event is held outside with little or no cover, weather must be considered when scheduling and attending the HARC tour. We will only be scheduling HARC tours to occur between March 20, 2017 and November 22, 2017. We also may have to cancel or reschedule tours 24 hours ahead of time if severe weather is forecasted. If rescheduling is not possible, we will gladly come to your school on the same date and time as the scheduled tour to conduct the Edible Landfill Program instead.
- The HARC location provides for the unique option of a picnic lunch if teachers would like to have their students pack lunches to be enjoyed at our pavilion area. Tot and youth playgrounds are also located beside the pavilion.
