YCSWA Statement Regarding COVID-19

Out of an abundance of caution, and in light of new guidelines presented by Governor Wolf today in response to the COVID-19 pandemic, the York County Solid Waste Authority Management Center office will be closed to the public. However, many staff will be working and residents may call during regular business hours with questions. Residents are encouraged to visit www.ycswa.com to get more information about managing garbage.

In addition, the York County Solid Waste Authority is changing the York County Resource Recovery Center’s (also known as “the Incinerator”) Saturday operational hours to the following:

Registered commercial waste haulers who are account holders may access the YCRRC from 6 a.m. to 8 a.m. The YCRRC will be closed on Saturdays to residential deliveries, effective Saturday, March 21, 2020 until further notice.

UNDER THE GOVERNOR’S STAY AT HOME ORDER, WE URGE RESIDENTS NOT TO VISIT THE RESOURCE RECOVERY CENTER UNTIL THE ORDER IS LIFTED.

Monday – Friday operating hours will remain per normal established operating hours:

  • Commercial Waste Haulers Who Are Account Holders: 6 a.m. to 4 p.m.
  • Residents: 8 a.m. to 4 p.m.

Our goal is to act out of an abundance of caution to protect the health and safety of our employees, waste haulers and the citizens we serve. We appreciate your understanding at this challenging time. When it is safe to return to regular Saturday operating hours, we will issue an email and post information on our website and social media outlets.

Waste Hauler Collection: Many residential waste haulers have now temporarily suspended bulk item and yard waste collection to limit worker exposure to Covid-19. Please help keep waste workers safe: bag and tie all waste and place it in your waste receptacle if you have one.  Recyclables must be in your recycling container. Do not put loose items out next to waste or recycling receptacles. They will not be collected. Your cooperation is APPRECIATED.

Hopewell Area Recreation Complex (HARC)

Location: 4295 Plank Road, Stewartstown, PA 17363

   

NOTE: Due to the Coronavirus the ballfields, playgrounds and picnic pavilions are closed beginning March 31, 2020 until further notice. The walking tails will remain open. Please exercise social distancing and stay at least 6 feet apart when using the walking trails

Hours: Open from dawn until dusk

The York County Solid Waste Authority and Hopewell Township have an agreement in place that has enabled beneficial reuse of the closed York County Sanitary Landfill. In 2006, approximately 200 acres of the landfill site was constructed into a public recreation complex. HARC features multi-use fields, walking trails, a wildlife habitat area, tot and youth playgrounds, a picnic pavilion, information kiosks and two bird/wildlife viewing platforms. More than 122 species of birds have been documented at the site. The Authority provided the funds to build the facility and Hopewell Township is the facility operator.  The complex is available for use by all York County residents. The Following Rules are Enforced by the Pennsylvania State Police and Hopewell Township Officials and the facility is patrolled by private security services after hours:

  • HOURS: DAWN TO DUSK
  • NO SMOKING IN ANY AREA OF THE COMPLEX
  • NO LITTERING
  • NO ALCOHOLIC BEVERAGES
  • NO FIREARMS
  • NO ATV’S PERMITTED ON SITE
  • NO HORSES, MOTORIZED VEHICLES OR BICYCLES ON TRAILS OR FIELDS
  • ALL PETS MUST BE LEASHED AND OWNERS MUST CLEAN UP AFTER PETS
  • STAY ON MARKED TRAILS AND WALKING PATHS
  • DESTRUCTION OR DEFACING OF PROPERTY WILL RESULT IN PROSECUTION

Directions to the Hopewell Area Recreation Complex (HARC)

4295 Plank Road, Stewartstown, PA 17363

Take I-83 south to Exit 4. Turn west onto Route 851 and proceed approximately 3/10th’s of a mile to the first road on your right, Mount Airy Road. Make a right onto Mount Airy Road and proceed approximately 1 3/4 miles to the stop sign. Turn right onto Plank Road and proceed approximately 2 1/2 miles to the York County Sanitary Landfill. Continue approximately 1/4 mile past the Landfill gate entrance and make a left onto Althouse School Road.  A parking area and information kiosks and access to the bird/wildlife platforms and walking trails will be on your right. To access the playing fields, picnic pavilion and playgrounds, continue a short distance and make a left into the gravel parking lot.
