YCSWA Statement Regarding COVID-19

Out of an abundance of caution, and in light of new guidelines presented by Governor Wolf today in response to the COVID-19 pandemic, the York County Solid Waste Authority Management Center office will be closed to the public. However, many staff will be working and residents may call during regular business hours with questions. Residents are encouraged to visit www.ycswa.com to get more information about managing garbage.

In addition, the York County Solid Waste Authority is changing the York County Resource Recovery Center’s (also known as “the Incinerator”) Saturday operational hours to the following:

Registered commercial waste haulers who are account holders may access the YCRRC from 6 a.m. to 8 a.m. The YCRRC will be closed on Saturdays to residential deliveries, effective Saturday, March 21, 2020 until further notice.

UNDER THE GOVERNOR’S STAY AT HOME ORDER, WE URGE RESIDENTS NOT TO VISIT THE RESOURCE RECOVERY CENTER UNTIL THE ORDER IS LIFTED.

Monday – Friday operating hours will remain per normal established operating hours:

  • Commercial Waste Haulers Who Are Account Holders: 6 a.m. to 4 p.m.
  • Residents: 8 a.m. to 4 p.m.

Our goal is to act out of an abundance of caution to protect the health and safety of our employees, waste haulers and the citizens we serve. We appreciate your understanding at this challenging time. When it is safe to return to regular Saturday operating hours, we will issue an email and post information on our website and social media outlets.

Waste Hauler Collection: Many residential waste haulers have now temporarily suspended bulk item and yard waste collection to limit worker exposure to Covid-19. Please help keep waste workers safe: bag and tie all waste and place it in your waste receptacle if you have one.  Recyclables must be in your recycling container. Do not put loose items out next to waste or recycling receptacles. They will not be collected. Your cooperation is APPRECIATED.

Education Center

Location: 2651 Blackbridge Road, York, PA, 17406 (Take Blackgum Court to enter Education Center at gate)

The Education Center hosts thousands of visitors annually. The Center features a 60-person orientation room and corporate/organization-sponsored interactive learning stations on a variety of solid waste topics. Authority presentation topics can be scheduled along with an Education Center visit and/or a tour of the York County Resource Recovery Center (RRC). There is no fee to visit the Education Center, or to take a tour of the RRC. For saftety reasons, visitors who wish to take a tour of the RRC must be at least six years of age. The facility is accessible to people with disabilities. Individuals requiring accommodations are asked to notify the Authority in advance. The Education Center is open Monday through Friday by appointment. Daytime and evening hours are available. Please call 717-845-1066 or click here to schedule a visit. Due to high demand for our facilities and programs, we ask that you please call a minimum of two weeks in advance to schedule your visit. 

Education Center Goals:

  • Encourage individual responsible environmental stewardship.
  • Teach the public how and why to reduce, reuse and recycle waste.
  • To provide programming to individuals and groups about responsible management of waste.
  • Facilitate public acceptance of programs outlined in the Countywide Municipal Waste Management Plan.
  • Work with educators and solid waste industry professionals to develop and provide timely program topics and materials.
