Free Litter Disposal Program

Looking for a great team-building activity that benefits our community? Register your group to collect roadside litter and dispose of it for free at the York County Resource Recovery Center!

What Is the Program?

The litter disposal program is an opportunity for community organizations to collect roadside litter and dispose of it for free at the York County Resource Recovery Center (YCRRC). Organizations must pre-register by filling out an application (found at the bottom of this page) or by calling Ruthanne Jones at the York County Solid Waste Authority at 717-845-1066.

Applicants will be asked to provide the following info: type of organization, contact person, phone, address, date and location of cleanup, and date of litter delivery to the YCRRC. There is a limit of two tons (4,000 pounds) of litter for this free program. Once registered, groups will receive guidelines for participation and a vehicle dashboard placard that will allow them to enter the YCRRC to deliver litter.

The litter disposal program is a great way for community and civic groups to participate in an event that honors our planet and cleans up our community. You can contact Keep PA Beautiful at 724-836-4121 for more information on sites to clean up.

Who May Participate?

Any civic or service group, or municipality, sponsoring a community cleanup that is not being performed in conjunction with a fundraiser event. Groups must pre-register with the York County Solid Waste Authority.

Pennsylvania’s Covered Device Recycling Act (Act 108) prohibits the acceptance of “covered devices” — including televisions, desktop and laptop computers, computer monitors and computer peripherals — at all solid waste disposal facilities and also prohibits residents from placing them at the curb for waste pickup.

The York County Solid Waste Authority accepts electronics from York County residences only at the Small Load Drop-off Facility.

Penn and Fairview Townships conduct satellite electronics recycling programs at their municipal sites, offering weekday and Saturday collections. All York County residents are welcome to participate and should call or visit their websites for exact days and times.

York County businesses, organizations, and schools that wish to recycle electronic devices may contact electronics recycling vendors directly.

How Should Recyclables Be Handled?

Recyclable items must be separated from litter and recycled. Participants can take recyclable materials to the recycling drop-off center of their choice.

The YCSWA Recycling Drop-Off Center is located at 2685 Blackthorne Court and accepts aluminum cans, steel/bi-metal cans, and corrugated cardboard. There is a sign directing residents to the drop-off center where Blackthorne Court meets Blackbridge Road, just south of the YCRRC.
