Background/Update:
The Pennsylvania Department of Environmental Protection (PADEP) approved the York County Solid Waste Authority’s Stream Study Plan to be conducted at sample points along Ebaughs Creek and Rambo Run in Hopewell and East Hopewell Townships in York, PA for a period of one year.
The stream study was conducted in conjunction with renewal of the National Pollution Discharge Elimination System (NPDES) permit for discharge of treated effluent from the groundwater remediation system at the York County Sanitary Landfill located at 3969 Plank Road. The study will be used to develop effluent discharge limits for that permit (number PA0081744). Monthly reports were submitted to PADEP and a link to the monthly reports are posted on this web page below.
AECOM, the environmental consulting firm that conducted the stream study, and the Authority began collecting monthly water samples at the designated stream sections on October 18, 2016. Fish tissue samples were collected during the October 2016 event and again at the conclusion of the study in September of 2017. In December 2017, the final Stream Study Report was submitted to PADEP. The following are two stream study final report documents, the executive summary and the final report. Based on findings from the Stream Study, the PADEP Environmental Quality Board has proposed a Site-Specific Water Quality Criteria for Ebaughs Creek. The proposed rulemaking was adopted by the Board at its meeting of July 11, 2023, and published in the PA Bulletin on November 4, 2023.
